Bill was born June 5, 1939, at Colville to Carl and Pearl Flugel. He grew up in the Kettle Falls/Colville area and graduated from Kettle Falls High School in 1957. Bill joined the U.S. Navy in 1957 and also married Carolyn Matney. The marriage ended in divorce in 1973.
He logged with his four brothers in Washington, Idaho, Arizona and Wyoming. After being hurt in Wyoming, Bill attended college and returned to the workforce selling trucks and equipment. He received his Associate's Degree in 1973 from Spokane Community College.
Bill married Marjorie Marshall on March 10, 1978. In 1979, he retired in Deer Park, where he lived until moving to Lewiston in 1990.
Bill was a member of the Eagles, Moose and Elks lodges as well as Kiwanis. He also served 12 years on the Nez Perce County Juvenile Accountability Board.
Bill is survived by his wife of 32 years, Marjorie; daughters, Carla (Dan) Jensen of Lewiston and Rose Marie Bergner of Clarkston, WA; son, Jake Flugel of Spokane; grandchildren, Micheal (Jeanne) Flugel of Deer Park, Scott (Amber) Jensen, Steve Jensen, Jennifer Jensen and Jessica Jensen, all of the Spokane/Coeur d'Alene area, John Mack Marshall of Okanogan, Wash., and Jessica Fitch of Spokane; five great-grandchildren; and brothers, Robert Flugel of Chewelah and Gerald Flugel of Fort Bridger, Wy.
He was preceded in death by his parents, Carl and Pearl Flugel; one brother, Milton Flugel; and a son Mike Marshall.
A memorial service was held on October 26, 2010, at Malcom's Brower-Wann Funeral Home in Lewiston with the Rev. Steve Taulbee presiding.
